Remove the bowl and 'paint' the jet plate with ink, a Sharpie works fine. Reinstall the bowl, invert the carb and lightly 'shake' it up and down to 'bounce' the float a few times.

With a 5/8" open-end wrench turn the adjusting nut clockwise to lower the float level.
